Brice is providing bottled water delivery services to residents and businesses where drinking water impacted by per- and polyfluoroalkyl substances (PFAS) released by Department of Defense (DoD) activities is at concentrations exceeding U.S. Environmental Protection Agency (EPA) Lifetime Health Advisory (LHA) levels. PFAS were compounds in aqueous film-forming foam (AFFF), which Shaw AFB used in firefighting training exercises, extinguishing aircraft and other vehicle fires, and in aircraft hangar fire suppression systems. Our scope of work includes developing work plans, bottled water delivery and reporting, sampling and analysis, and Restoration Advisory Board (RAB) and other community involvement.
Specifically, for up to 12 months, Brice is providing bottled water delivery to 140 mobile home park accounts, as well as 45 residences and 4 businesses on a bi-weekly basis. We are also delivering ice to 4 businesses. In parallel, we are conducting a field investigation and groundwater monitoring as follows:
- 8 quarterly sampling events of 31 properties
- 4 semi-annual sampling events of 15 properties
Community involvement. Brice supported the USACE to update the Community Involvement Plan. In addition, we are preparing and mailing results letters for each property following private well sampling; 1,500 fact sheets each quarter and compiling return receipts; holding three data calls; participating in six semi-annual public meetings and one RAB meeting; and holding two semi-annual open houses with posters, fact sheets, informational cards, and slides. For each public meeting, Brice issues public notices, pamphlets, and flyers to advise the community of the event, and will provide meeting minutes after the event.
In accordance with requirements, Brice is providing unredacted and redacted technical memorandums for each mobilization; updating the Administrative Record; and developing an Engineering Evaluation/Cost Analysis (EE/CA) and Action Memorandum.
