PFAS is everywhere.
Soil. Groundwater. Air. It’s an enormous public health problem both nationwide and worldwide.
The complexity of PFAS compounds and the evolving regulatory guidance and cleanup criteria have made the task at hand more difficult and demanding for the best of us. Today, Military Construction projects are increasingly incorporating PFAS investigations and remedial actions into the project scope of work to minimize the impact of PFAS to human health. Municipal, state, and private entities with plans to upgrade facilities are following suit.
It hasn’t been easy. We’ve seen the challenges firsthand. The inefficiencies. The duplicated work. The delays and increased costs. And the effort it takes for our clients and customers to coordinate multiple contractors working concurrently on project sites.
But here’s the good news.
Brice can help ease the burden.
The Brice Approach
Work with Brice and we’ll eliminate the inefficiencies that plague your construction projects when it comes to the investigation and remediation of PFAS-contaminated sites.
Here’s how:
We streamline the process to minimize potential impacts to program and project schedules by providing a single point of contact for contaminated media issues.
We reduce your risk through our centralized tracking of source and waste data, and by diligently tracking regulatory and work plan requirements.
We reduce your costs and schedule by:
- Eliminating duplicate contract administration costs for environmental tasks by consolidating soil management and stockpiling, onsite soil treatment, beneficial reuse of treated materials during construction, and centralized manifesting and disposal of contaminated media
- Reducing long-term life cycle costs commonly found when soil is placed in long-term stockpiles by preparing an upfront characterization and management plan
- Using proven water treatment technologies for potential MILCON construction dewatering that can be efficiently coupled with a soil washing plant for additional cost savings and consolidated waste stream management
- Eliminating long-term impacts on agency staff and other resources burdened with engagement of multi-year and multi contract funding and awards to capture stockpile characterization, segregation, operations, and maintenance, and eventual transport and disposal or other means of treatment technology

Our Technology is the Key to Realizing Your Mission
Soil Washing—Brice pioneered the application of soil washing with a patented technology (US patents #7255514 and #7399141) in the early 1990s. We performed projects at over 10 DoD installations, including projects selected for the Secretary of the Army Environmental Award in 2007 and 2009.

To Get Things Going, Use Alpha Contracting
In the interest of keeping your construction projects on schedule in the face of PFAS challenges, Brice recommends Alpha Contracting.
Alpha Contracting, as reauthorized under Section 802 of the 2020 NDAA, is an innovative acquisition technique in which the contractor is retained as a key member of the Department of Defense project development team (PDT). As part of the PDT, the government and contractor work collaboratively to develop the scope of work and negotiate project costs.
Through Alpha Contracting, contracts are awarded more quickly than a traditional sole source contract. Alpha Contracting also encourages a better contracting and teaming relationship that results in reduced risk to the government and a fair and reasonable price for the contractor.
As an Alaska Native Corporation 8(a) Small Business, Brice is eligible for sole source contracts. Under Section 823 of the 2020 NDAA, no justification and approval is required for DoD-awarded sole-source 8(a) contracts up to $100M, and sole source awards to an ANC 8(a) cannot be protested (Title 13 of the Code of Federal Regulations [CFR] Part 124.517[a]).
